The Bosch Fuel Control Actuator (FCA), also known an an MPROP, is responsible for controlling the output pressure of the injection pump based upon the signals from the vehicle's ECM. Unfortunately, its probaly the second most failed component of a common rail fuel system as it is resposible for ever changing pressure based upon demand, and its a simple solenoid.

The good news is that they are very simple to replace (typically three screws and one electrical connection), but also sometimes difficult to diagnose without scan tool equipment. For most that are experiencing a hard or not start situation and have ruled out a failure of the pressure relief valve (the most commonly failed component), the simplest method to verify is to simply unplug the FCA. If the truck starts immediately, the good news is that you merely need to replace the FCA. However, don't get too excited as you need to quickly turn the truck off. The reasoning is because the FCA is exactly as the name implies, its an actuator, or meter, thus without it receiving a metering signal from the ECM, it will tell the injection pump to run at full throttle, which is not good for your pressure relief valve or your injectors. That said, this is a simple method to ensure whether you need to replace your FCA , or look elsewhere.
